Hide a bluetooth speaker under her desk. When she nips out, stream some proper offensive stuff through it.

My neighbours sit in the garden and smoke constantly. All day and night. The smoke goes straight into my living room and also into any open window on that side of the house.
The woman doesn't work, and sits at the table next to the fence all bloody day in her dressing gown tabbing on.

You have my sympathy. In our case we befriended them and their landlord and we were able to gain some influence over the situation but it took a while.
