It costs a lot for a gas fitter to do it because each and every year he has to pay a huge amount of cash to the government to seek permission to ply his trade. Obviously he passes that fee on (in its entirety it seems) to every customer.

Ergo your money is going to the government. It's a stealth tax, which is why it is the law that you have to employ a gas man.
The 'foreigner' is still alive and well, but its harder to find lids who do it.

We had a new boiler a while back, and two fellas turned up in a plain van.
They were still wearing their British Gas overalls and using the same kit they do in their daily job and it cost half the price for cash.
