I have been sat behind many learners sitting in the right hand lane for no reason - this includes with professional driving instructors. How do we expect them to maintain etiquette when they aren't taught it in the first place.
In Perth, the law was actually changed a few years ago that you now only have to keep left if the speed limit is 90kph or above. So a 3 lane highway with a speed limit of 80 - the government have decided it is perfectly acceptable for people to just sit in the right hand lane, even if they are doing 70.
