Although Porto and Benfica are vastly superior teams, there are still some good teams in the league - Braga ran United fairly close twice this season, Sporting Lisbon - on the decline but good enough on their day

In every league there are 1 or 2 teams on paper that should walk the league but they don't because upsets happen in football, to lose 1 game in 2 seasons is still impressive.
