How long would this usually take? I meant unless documents are ready to be submitted (hence meis visit today?)

How long is a piece if string?? The initial plans will be submitted with a million pieces of paper documenting everything to do with everything.

The plans could be rejected at any stage and it's back to the drawing board.

Dont forget before we can start to build anything there is a lot of work that is going to have to be done to the docklands site. Deep excavations will have to be made, old docks removed perhaps, land cleared, all this takes time, there will be months of work before any construction work can start, if they July date is correct it will be those stages.

I am very, very doubtful that Middle of next year is achievable. Even if it was, they cant really set anything in stone until they know the outcome of PP. That could easily take 2-3 months. Arch design is not likely finished yet, never mind structural and MEP design works. Certainly not to a stage to allow construction to start. Likely not at a stage yet to even have a suitable level of cost certainty.

In terms of planning consent, surely something that is so important to the city will be bumped right to the front of the queue (or indeed, given a new queue for a special planning panel)?
