The Bramley Moore Pub tweet is in response to somebody taking that article in the Independent as gospel, it's pure guesswork on the part of the Independent and anyway else believing it, will be griping on here all year because the timeframe is totally unrealistic.
 
Whilst I expect the announcement (as I've said many times) at the time of the AGM, I have to say start of works in July is very optimistic given designs not completed and planning process not started.
The design doesn't need to be completed before construction starts. On most construction projects (residential anyway, although I don't see why it'd be any different) elements of the design are developed and changed during the construction process.

Obviously the concept, substructure and most of the superstructure will need to be designed before construction starts, but things like M&E often develop as the process goes on.

I can't see work starting in July 2017, though.

Totally agree, it's embarrassing seeing the whining on here about when the announcement should be. I want it done right, not right now.

Maybe it will, maybe it won't. I'd suggest that your first sentence of that post is based on zero knowledge of the processes involved and 100% on Evertonian scepticism though. Which is understandable I guess.

Anyone getting impatient and slating the club for not divulging anything before now is being a biff though.

That understandable perspective is precisely why they aren't saying anything.

Four times we've tried to move in the last twenty years and four times we've failed.

You can't blame them for finally learning their lesson and keeping quiet.
