The design doesn't need to be completed before construction starts. On most construction projects (residential anyway, although I don't see why it'd be any different) elements of the design are developed and changed during the construction process.
Obviously the concept, substructure and most of the superstructure will need to be designed before construction starts, but things like M&E often develop as the process goes on.
I can't see work starting in July 2017, though.

Residential is completely different to industrial. the design needs to be fully qualified and approved/verified before they hit site. You do get changes while on site but these would be considered change requests and would be at a cost, as GMP (guaranteed Maximum Price) is agreed after developed design (Stage 3 but sometimes runs to Stage 4a after contractor involvement).

The basic structure will be pretty much set in stone but you could get away with changing more superficial things like cladding halfway through a build. I know with our new stadium the floodlight design still isn't set in stone (they're still deciding between two different ideas, one with normal roof floodlights, another with a futuristic halo thing).
Interesting tweets from Mr Meis yesterday, particularly when someone picked up on his use of the word "bowl". It'd be odd not to utilise the corners for capacity, especially since on the dock site an open stadium would be terrible for wind currents. It'd just inefficient wasted space otherwise. So I think the seating will be mostly contiguous. If I'm right with this guess, it's just a matter of how tight, steep and close he can make it, and if I'm right some will probably call it a "bowl" and others won't. That's just my hunch though.

So the word steep was brought up by Dan Meis. The main reason why the Gwladys Street is a better atmosphere than the new Park End for example is because it is shallower and fans are closer together. Shallowness also encourages more standing so you get more of a terrace feel.
I understand it's not for everyone so I'm talking End Stands only, and that sightlines do have to be an improvement on the Gwladys St but to purposely go steep anyway rather than hitting your targets for sightlines will just be unnecessary and affect the atmosphere.

Steeper it is also restricts your potential for expansion though there's a good chance that it will not be able to expand anyway.
The GSE was once a terrace whereas the PES, in its current form, never was. So hard to make direct comparisons about atmosphere etc.
