Isn't a public transport plan central to the planning process?

The thing is it's not just our stadium they are building tonnes of flats near our new stadium too, are they seriously telling them to get lost and walk instead of build transport links? They need to sell the flats and good transport links is a key selling point ergo they will build something.

Did they have transport plans for Londons Docklands Canary Wharf etc before it was all built?
Ppl/ organisations wouldnt move/invest there without those plans.

Thing is though if it doesn’t happen it’s extremely likely we will be playing second division football in our old stadium.
We desperately need to increase our revenue to compete at the level we are now let alone any grander ambitions.
We need this to work or our future looks decidedly bleak.
