What I think Everton could more of is publicly push for timelines to force council, but I think they are happy with things being a bit slower during covid. They need clarity, for all we know new stadium guidelines might change post

Why are Everton not putting pressure on LCC, even if it’s just to confirm we will get a decision this year?

Some bright civil servant or politician will come up with...all NEW stadiums must embrace social distancing protocols with regard to seating - all existing stadiums need only take reasonable social distancing precautions.
Much like the introduction of seat belts...mandatory for all new cars after this date etc
