Does the sos always take the full 21 days as a matter of course or could it be signed off sooner?Following the City Council's approval, the plans have now automatically been referred to the Secretary of State for Housing Communities and Local Government. This is standard practice for a development of this size and scale.
The Government will have an initial 21 days to review the application before reaching a decision.

Seattle Seahawks in the NFL built their stadium specifically with acoustics in mind to make it as loud and intimidating as possible. The contractors need to be carefully vetted here, no RS. I could just see them doing something deliberate like using the wrong bolts on the roof lol

You say that but when Spurs built their stadium the rumours were that delays were caused by hammers and gooners labourers deliberately messing up the little things.
