It's not a fishing permit, it's the necessary approval for all the fish in BMD to be properly netted and removed with as minimal distress and loss of life as possible.
There are estimated to be circa 11,000 or more fish living in BMD, so it can't be rushed.
Ergo, it can't be done gung-ho by a fleet of French or Spanish super-trawlers.

Suppose a stick of dynamite's out of the question then.

What does a fish health check entail? If there is 10k fish in BMD that’s one busy vet.
