There is only one dredger so the Echo article is misleading. Maybe the dredger is only allowed a certain amount of days it can dredge, this caused the delay.

The crew could be working week on week off, or it could be just a case of letting the harvested sand settle properly in the dock. who knows.
 
I don't know anything about construction, it's amazing to me that you can fill in a dock with sand and then drive piles into it that will support a giant structure!
There's a 50 mile wide block of sandstone that everything sits on, The Dee, Hoylake, The Wirral, The Mersey, The City out to past Woolton and beyond...they dug the stone out for the Cathedral from Woolton Quarry. The railway cuttings from Edge Hill to Lime St. Show it.

The sand will sit on this, big metal tubes will be sunk through both sand and into the rock, filled with steel reo and concrete and the concrete base will sit on top.
