It's not even that - it's the limitations the site presents for future growth in terms of surroundings plus a mountain of planning constraints and associated costs you'd have to go through even if it was feasible.

The fan Plaza to the east of the stadium is huge. Plenty of room for expansion there. Why would there be above normal planning constraints exactly?

Because anything on that site still needs to go through Historic England, there's a Grade 2 listed building there which needs to be considered when it comes to expanding eastwards AND upwards in terms of the Tobacco Warehouse/Stanley Dock conservation area.

I reckon there's room, despite the tower. Scope on the west side too.
