I haven't seen anything yet that states that the council is agreeing to lend us money. Besides the "PM" where is this coming from?So:
The ground will cost the club in excess of 300 mill to build.
The club will pay the council 14mill a year for the site for 40 years = 560mill over that time.
Am i analysing this right?
The council will benefit from an annual security fee payable by the Club in return for the council’s participation. The support provided to the Club will not impact the future borrowing needs and involves no financial outlay for the council.

I'm not sure if that is saying they are lending us the money or if we pay them an annual security fee to secure the planning rights for the site or something like that?
