When its incomplete its not a live ball when it hits the ground.
Its different when you go to ground to make the catch, and the rulings on those catches are not that consistent either. You need to survive the contact with the ground like a cricketer needs to when they dive for a catch. You also need to have your feet down in bounds with the ball fully under control before you go out of play.
