Did one ground in that era have the VAT & taxmen on them suspicious of way to low home attendances as the ground was smaller & easier to check the turnstiles ? Thought I had read it somewhere they got away with a warning -

Don't know about that but I recall Arsenal ending up being investigated about it. The dodgy crowd figures were related to the introduction of VAT. It made financial sense not to count everyone in.
