Oumar Niasse is due at Everton on Monday morning to undertake a medical and finalise his personal terms on a £13.5m transfer from Lokomotiv Moscow. The Senegal striker has long dreamed of a move to the Premier League and he is now within touching distance of it.

The size of the fee is eye-catching and it stands to eclipse the most expensive incoming deals involving English clubs so far in the January window; Newcastle United have paid £12m for both Jonjo Shelvey from Swansea City and Andros Townsend from Tottenham Hotspur.

But it reflects Niasse’s talent and also the excitement that he has generated. The 25-year-old, who has strength and explosive pace, was voted the Russian Premier League’s player of 2015 and in 21 games for Lokomotiv this season he has scored 12 goals and provided 10 assists.

Niasse has been scouted by a host of Premier League clubs but Everton have moved decisively, agreeing the fee with Lokomotiv, and it would be a surprise if the deal were to fall apart now.

Roberto Martínez, the Everton manager, sold the striker, Steven Naismith, to Norwich City for £8.5m.

Think its highly unlikely we will get a work permit yano.

He has to have played in 75% of the matches in the last 2 years and hes only got 4 caps.
I'm far from an expert on it all but would the fact he's already playing in a European league help, the league would probably be with-in the top ten leagues in the world too.

Funes Mori was only capped once or twice and we still got a work permit for him.

Work permits are far, far from black and white. It's a big complex points system.

Yeah dont even know why I bothered, havent got a clue about work permits, just thought how can Everton, Everton this transfer.
