Just read the article. In fairness, it's quite complimentary to Everton overall given the usual tripe they write, and they've even corrected the Niasse/Geuye error.

As regards Niasse, he really is the worst players we've ever purchased. I doubt that there has ever been a topic in which every Evertonian is in a 100% agreement.
I'm getting his name on the next shirt I buy.

Seriously, imagine going into the club shop, buying the new shirt and asking for his name on it. Try to picture the face of the person you say that to.

I hope his wrist is alright now.

Even if a player doesn’t meet the criteria, he can still qualify for a work permit, but in order to do so, he needs to go before a so-called ‘exception-panel’. The panel, consisting of a legal official and two colleagues with professional football experience, will then evaluate the player based on six criteria (See Table 1).

Each of these criteria gives between one and three points, and the applicant will need at least four points in order to obtain work permit. The new system was implemented to lower the amount of non-EU players in England and to develop English talent instead.

He qualified due to the new exceptions panel rule.

Those criteria seem highly biased towards giving permits just because a club or manager is stupid enough or corrupt enough to willingly meet an excessive fee and wages. And if that money is going to an already established CL club in a top league then all the better! The alleged trickle-down economy in full effect as always.
