He's in the pool that the panel is selected from, but I think the FA can choose whether they disclose the actual panel and their report.
For all you know Oumar's pain receptors could be highly tuned, I don't think we can accurately judge how much pain Oumar may have felt. Justice for Oumar.

They are setting a dangerous precedent if this is the standard. I have no problem if they are consistent with these calls, but we know that won't likely happen. If they were so butthurt about this foul in particular, they should charge him with a yellow offense and publicly state that none of these be tolerated from now on.

The FA just couldn't be any more corrupt if it tried and appeals should be just renamed to pointless exercise so dont bother. Doesn't matter what is presented in an appeal as everyone knows the outcome before the appeal goes in. They are unaccountable and unanswerable to anyone.
The fairness and professionalism of the FA -If a Ref see's a simulation in a game then he issues a yellow card for it. If however he fails to see the simulation i.e' makes a mistake and doesn't do his job properly', then a panel of strangers that weren't at the game and who nobody knows spend the next 3 days after the incident viewing and being manipulated and opinionated by a media witch hunt and can then punish the player with not a yellow card that the offence warranted but a 2 match ban. Meanwhile no action is taken against the incompetent referee that missed the offence and all appeals are refused.
