Probably wrong with this ... but what if they do actually want it. Ideally they wouldn't want one but currently they have to address the Man City and Chelsea situations.

Whatever decision they call on both of those could really backfire. If an independent regulator has to deal with it, they can't lose as it's not their fault.

Maybe the Premier League know exactly what they are doing.
