Agreed, we currently use a system whereby you have a vote for your local representative as well as a party vote.We currently have the oldest constitution still in use and it shows.
As is becoming clear to the rest of the world this election, if we had a parliamentary style system with proportional representation the Democratic party would probably split in half and the Republican party would probably split in three overnight, while the Greens and Libertarians would also become forces instead of just punchlines.
They'd still have to work together to get things done, but I think it'd produce a much more positive system, instead of the current two party system which has turned into nothing but a zero sum game.
Parliament is comprised of consituency MP's who were voted in by their community, as well as a number of List MP's the number of which is determined by the % of national vote the party got.
Seems to work fairly well, and allows for compromise and forward growth.
People get to have their voices heard too.
