I think he will. In full thread hijack, here's why:
National Team - he scored the first goal against Slovenia which started the comeback and he masterminded and finished the winner against Algeria. He's played in three World Cups and so far, this one has to be measured as a success. Another trip to the Quarters would be a brilliant feat. He's come up big when the US have needed him. He has cemented himself as the leader of that team even if he's not wearing the armband.
LA / MLS: He has nothing left to prove there - he's won the MVP and the MLS Cup. He may love LA but he can't do anymore than what he's already done.
Everton: Came over with little expectation and stepped in immediately against Arsenal and found his groove. Watching interviews of him about his time at Everton, several things are clear: He learned that he can play with the best. He found out how ace Everton was and in return, Everton more than showed their appreciation - club and supporters alike. He talks about Everton like he's talking his first love. I know this is nothing new but I'm in an advocating mood.
So, there is no reason for him not to return on loan which I hope is a given. Bruce Arena needs to quit sulking about losing the national team job and quit being a selfish tit and let Donovan go. The only thing he has left to accomplish is prove he can play consistently in a premier football league (La Liga, Premier League or Serie A) and win some silver - he has that opportunity at Everton.

Here's my big concern. I think MLS will ultimately grant him his wish for a full move, but it'll be on THEIR time not his. They will now want to capitalize on the WC buzz, therefore will be counting on Landon's post WC return & all the PR/hype that comes with it. They understand the components required for success & well let's just say they'll be praying (& steering) a potential LA (w/ Landon AND Beckham..a Buddle WC goal wouldn't hurt either) vs NY (with Henry) playoff run.
Knowing all this, I would be very surprised if he was allowed to leave during summer window. I do think he'll be available permanently after that. At what price? Not sure.
So...here's the problem. How much could/should moyes pay for landon either this winter or next summer? And at what point does the guy need a freakin rest?? He's been going year round for like 2 years now, if he went through mls season & say another loan w/ permanent option, that'll be 3 years w/ no break at all. Is that healthy?? I don't know. He's as fit a player you'll find, but he's human & that can't be good for you.
So for me, timing is everything, & the timing/circumstances unfortunately don't seem to sync up w/ what ideally would be a full transfer this summer.
But I wouldn't lose hope either, & here's why: MLS is very aware of the threat of losing more young american talent to smaller comperable leagues (scandinavia, mexico, colaship/league1, SPL) due to their HARD LINE APPROACH TO PLAYER TRANSFERS. And they will be careful not to [Poor language removed] the most influential american player alive. I don't believe it was a complete coincidence that the labor agreement was made shortly after landon came back & got directly involved. 1-2 more U.S. wins this summer & Landon's power leverage & influence will be through the roof. MLS is many things, stupid I don't believe one of them.
