Their chairman has chatted quite publicly about the fact that a bid was received. He's flip-flopped loads over the likelihood of accepting it, but he's been fairly clear that Everton have made an actual effort to sign him - so has Yarmolenko himself.

Are you from t'other side of Stan Lee Park... The deal for Yarmolenko was all but agreed before the Kiev chairman backtracked, hence it's still in limbo, possibly on, possibly off.
