At the end of season 2016/17 , unless anew contract is in place, RL is outside what is called the protected period. There is a short 14 day window following the last game of the season he would be able to give in effect notice and can move from the club. A compensation payment would then be payable but not a transfer fee. Whilst that compensation fee would probably be large it would be no where near the sort of money people are suggesting he is worth.
As been pointed out before very few players have publicly used this get out clause but I understand that the threat of its use is perhaps the most powerful weapon when a players rep is trying to force through a move
So back to your question. In this transfer window Everton are in a strong position to get near his top value but as the clock ticks down in the window and if the player wants out a lot of factors come into play. In value terms it becomes more a gamble. The January 2017 will not a good window to sell the likes of RL. It's very rare for a top money player to move
So on to season end the dilemma is the club won't be 100% in control and there is no guarantee the player won't give notice or if he does give notice and the says it will be enforced unless he is sold for X to Y.The reality is the details, the threats the broken promises are very rarely put into the public domain.
Most try to join up the dots or talk about doing things like making him sit on the bench and wind down his contract that won't happen unless he wants it. Players and their agents are in control and the only way you can keep control of your players is to make sure they never , in contract terms, are outside the protected period
