The PL handbook is a bit vague, actually:

M1: Before the commencement of each Season each Club shall allocate a different shirt number to each member of its first team squad.
M4: While he remains with the Club a Player will retain his shirt number throughout the Season for which it was allocated.

Seems simple enough. All teams have submitted their shirt numbers for the season, so it would seem Lukaku will be #10 for the year.

M5: Upon a Player leaving a Club the shirt number allocated to him may be re-allocated.

That's a bit more open-ended. Does that mean anyone can take that number, or only players not yet assigned a shirt? The handbook doesn't elaborate.

None of this means anything as far as Lukaku is concerned, though. It could just be a branding thing.

Colin Murray, when he joined, went for Colin Murray 10, or 11, the first unused number he could find with his name. Twitter got him just plain old Colin Murray.
