Only speculation but you don't pay somebody off with a lot of money (which they would have had to do) if there isn't something strange going on. Chelsea and tuchel in particular didn't want him anywhere near the squad. No idea what the problem is, as I say only speculating, but I'll be surprised to see him picked up by anybody over here.

There is scenarios where a club can do this purely for their own benefit.

Every club has a wage cap of sorts, as the wage bill can only rise by a certain amount. If you've got a 300m transfer budget and only 200k a week spare wage budget then this kind of deal can be useful. They were always gonna have to subsidise his wages anyway, and I doubt they payed his contract up in full.
