The issue is that the rules are written so bloody wrong that it means it probably is a pen (by the rules), whereas for actual football fans, players etc. it isn't.

It's not deliberate, it's blasted at him from about a yard, his arm is where it should be, and importantly it doesn't really impact the play - and it's a penalty.

This is why I say it’s the worst law in football. The way they’ve botched the interpretation of what a handball is.
