The issue is that the rules are written so bloody wrong that it means it probably is a pen (by the rules), whereas for actual football fans, players etc. it isn't.

It's not deliberate, it's blasted at him from about a yard, his arm is where it should be, and importantly it doesn't really impact the play - yet it's a penalty.

If players make themselves big - arms out from the sides - to block a shot then it should be handball, but that was not that. He's literally not reacted in any way to it, so close was he to it.

That offside call was harsh

Looking at the VAR still for the offside, it looked like the heel of the German player was also on the wrong side of the line, level with the attacker. Wtf.

Anyway, UEFA were never letting Germany lose this one. Penno decision was a disgrace.
