It's not the law of the land. You can't legally lock someone in the back of a cab against their will because they spewed up in it.

Any cabbie who told their local licensing authority that would struggle come renewal/application time.

They got locked in because they decided to try and steal a fare. The driver phoned the police and police told the guy to take them to the station.

The lass was vile and aggressive to the actual police officer and so was her partner. The taxi driver would have felt extremely threatened as two people are vandalising his property and mug him of a wage when he's just doing his job. How on Earth is it being turned around on it being the cabbies fault? If I got smashed threw up in a taxi and refused to pay I wouldn't expect anything less for the police to get involved. What do you want the cabbies to do in that moment? Ask for a name and address?
