I have a mate who scouts for Everton. He also scouts for Celtic and a number of German clubs. The way the scouting set up works currently is that a network of scouts submit reports on players, and when a player is highly recommended by a scout, multiple opinions are garnered on that player. That's the first stage Walsh gets involved in. That's also the point I occasionally hear of our interest, when we're sending multiple people to look at one player. It doesn't mean a bid is forthcoming, it just means the player has sparked our interest.

However it's not all smooth sailing. For instance a number of extremely positive scouting reports have been sent from South America, but we haven't followed up on them yet. Don't know why, but there's a belief that, despite what he's said publicly, Walsh thinks they're rarely worth the effort and expense involved due to 3rd party ownership, the culture shock, language barrier etc. Only interested if they speak Inglese and have an EU passport.

I remember Everton agreeing a fee in the region of 5 m fit Funes Mori.
Then it turns out Funes Mori has an agreement that he gets 50% of any transfer fee
His club still want 5 m plus and we end up paying 10 m for him.

Not good enough for Barca who released him to Malaga but would be a great signing for EFC. Top attitude, skillful, good shot, not pacey.

Not pacey? Surprising you say that because what I've seen of him he looks genuinely pacey.
