There's something untoward about this (obviously) but basically each continent is only eligible on a certain rotation. So under normal circumstances Saudi would be far down the queue given that Qatar hosted that farcical winter world cup last year. However, this 'ceremonial' 2034 world cup having about 2 games in South America means SA have fulfilled their bid and Asia jumps the queue in effect. Dodgy as anything.
