aaah good point. bit of a cheap mistake in the poster then: makes it look like she'd also carrying as the background sabre-light is too close to her gandalf staff.
I only see two.....

maybe my perspective is buggered, but if i was the designer i would've done something about the proximity of the background sabre to the foreground staff. and had less action, more mystery. dreading a John Carter experience here...
Its the same guy who did all the other Star Wars posters. So I will go with his judgement here (plus, I never even remotely saw 3 sabres, only ever two, and I looked harder than I should have because of your comment, I was expecting to find an obscure sabre on a belt or something)
