I think that’s allowed. The paperwork has to arrive at the PL offices by the deadline for it to count, recall the failed De Gea transfer a couple years ago.

They have a 'deal sheet' which is basically a statement confirming that two teams have agreed a transfer of a player. If that's with the PL the teams get extra time to complete the other paper work and gubbins.
