Honestly, if it's Gulf money the dream is Qatar.
A rather serious standoff was only eased just over a year ago. Travel between the UAE, Saudi and Qatar was banned. Qataris living in the UAE and KSA were given 48 hrs to pack up and leave. Even if they owned businesses, shut the business and get out.
The tension has eased and travel is free once again, as is the right to live and work, but the resentment still simmers under the surface. (The restrictions were only eased because of the World Cup, Qatar is nowhere near big enough to host everyone, shuttle flights from 40 mins away are essential)
Forget PSG, (who they wouldn't have to ditch btw) if they had an opportunity to go toe to toe with the UAE and KSA in the same league, it's on like Donkey Kong.
