You need to use the Goblin's Sword of Many Moods to banish The Lord's tears.

It's a tricky quest and took me about an hour to crack.

The trick is to deflect the Apostle's angry stares back at them with the Ogre's Glorious Mirrored Shield (you can find this in the Dog Master's Maze near Oghlind back west).
