Semantics anyway. Of the list you produced I think you can make reasonable arguments that he’s better than a lot of them.
 
I don't know if I'd fully go along with that, but at least since Pep got there the team is so good that everyone scores and assists for fun. It is hard to figure out individually how good each is.
I always thought David Silva was there greatest player (if anything he was underrated, at least by the Spanish), and now it’s De Bruyn.

Mental to think Mourinho in effect gave away Lukaku and De Bruyne. He effectively hobbled Chelsea for years to come!

Hig has had a meh season and Cavani has barely played with injury (~7 games in the league) so won't include those for fairness.

Suarez and higuain are overweight and past their best now. Werner is good, but I’m haaland over him all day. He’s a more complete player.
 

Would anyone be surprised if he bagged 30 goals a season playing for City or Liverpool ? Really doesn't seem a stretch to imagine it but I guess that's because his entire career so far has just been one giant goal scoring bonanza with no drops in form or injuries.

On a side note I've always been fascinated by how Aguero has never been seriously linked with a move away from Man City. He's obviously one of the best strikers in the world so you'd imagine some of the traditional big names would have shown interest during his time at City... but seemingly nothing, no offers, and he's never pushed for a move away from City either.

Wages most likely. City pay high wages so he doesn't really have a reason to push for a move away. To think that Sterling earns more than him on 300k a week is utter madness.
 
Deffo mate. Used to steam roll through defences on his day. He carried them for quite a bit.

Yep unreal player. Went to a Wigan game v city and he was unreal, then stormed past the Wigan team out of nowhere and ripped the net open. Silva as good as he is was part of the Spanish hypberbole.
