For me he probably is. Wouldn't include Havertz yet based on five months of football, but the rest (apart from Kepa, who shouldn't be in the conversation - 'keeper for two top four finishes and saved two penalties in a Europa League semi-final to send them to winning the trophy - and certainly not Niasse, who was £12m) are up there too.

For me the only name in your list that competes on every metric as the overall worst is Joelinton, which was who I had in mind when I used the word "probably". Sigurdsson a distant third.
