They’re trying to increase the capacity of the stadium 60,000. They aren’t really arsed about a few empty seats on the front row, anyway the front row isn’t normally the issue as they are the popular seats. They had to move season ticket holders during the process.
The double height advertising is clearly more impactful, which is the whole point of it. See the post I quoted, saying it was distracting.

That's why this summer they took out the front rows of seats.
