So surely my example stood on the line is also a pen in his eyes (not yours, I didn't address you).
 

So if I'm stood on the line, hands down by my sides and you blast the ball at me, hits my hand and bounces out, you think that should be a pen?
No, because your hands would be down by your side and that is specifically covered in the rules. If he hadn't jumped he would not have raised his arms and he would not have prevented the goal. It was his conscious decision to jump, and this caused his arms to raise, although he did not intend to handball that was the outcome, and the rules of football dictate that is a penalty.

Nobody is saying you should jump with your arms by your sides. In much the same way it’s accepted that tackling carries an inherent risk, defending (including jumping) with your arms away from your body for protection, balance, etc runs the risk of handball.

I think the point is that it doesn't matter that there was no intent, it is still a pen
 
I’m not saying Liverpool is throwing todays match vs Bournemouth but they don’t look like they are in much of a hurry to score. And that penalty from Salah was interesting.
They had a shot cleared off the line and an almost certainly goal bound header blocked by a flailing arm. Pretty difficult to pre-plan those things in the great, anti-Everton conspiracy.
