The latter end of the document suggests that they can in terms of possible yellow and red card offences if they have a better view than any other official. We can't hear them speaking to each other so it may well be that the referee asked for his advice or input.It lists plenty of specific duties and contains the nebulous “assists the referee at all times”. If that were practicable the fourth official would be regularly intervening in the referee’s decisions. The fact that he does not shows that it is not the FA’s intent for that to happen.
I appreciate your point, it doesn’t say he can’t but it also doesn’t say that he should.
