Read that changing it to 30 min halfs but stopping the clock makes the game a bit longer actually. There's only about 28min of action a half in most matches.

Not for every time the ball goes out but on goals, subs, injuries and VAR it should be stopped. Having 10 minutes of stoppage time is comical and not doing the full amount is unfair. If a team starts time wasting the referee can tell them that he's stopping it more frequently and they will start playing quicker.
