Yes. I believe the rationale is that England (and France if I recall) get a special exception to use a secondary cup as a European qualifier. The standard UEFA procedure is league placement and primary cup.

There is a place in the Europa League for the winners of the FA cup and league cup. If the winners of the FA cup qualify for the Champions League, their place in the Europa league goes to the runners up. This is not the case in the League (Capital One) cup. As someone said earlier, no prizes for second place.

32 by the time the next one comes around, and that's providing his country qualify - which they didn't in 2010 - and that he's still performing well enough to be picked.

John Cena would be making the World Cup despite having an ACL. He'd think 6 months was too long and be back in 3
