I like Cleverley. He's decent for his price. He's just not a top notch signing who's capable of moving us forward.

That is still a long way away from appallingly mediocre which is what you were claiming. We are never going to pull off a load of top notch signings - very few clubs even the rich ones do. They sign a few top notch and a few decent one - sometimes the decent ones end up out performing the supposed top notch, for example Di Maria, Falcao and Blind from last season.
