The shop or online digitly automated inform them & it is cross-checked if you already have a BBC licence by the BBC - if you haven't they contact you - I posted about my daughters' boyfriend who purchased a larger TV for his games machine - they were asking for a TV licence within 2 weeks - yet in those days he had TV no dish or TV Ariel......
He told them he was not watching any TV it took him a while to convince them .....

How do shops inform them if they don't have your address ?

We got 8 letters for my late mother-in-law who died at aged 88 who had been in hospital for 14 months ,,,,

All they know is which addresses have a license and which ones don't. They don't know who is living at addresses without a licence, or whether those addresses even have a TV. They don't care if you're dead, alive, in hospital or gone abroad. As far a they're concerned it's a fishing exercise designed to strike fear of prosecution into the unwary.
