well, thats what he did. If you want to to dismiss it as his mere fantasy, fair enough.
That isn't what he did, because he has no power to send anyone to jail nor to exert any influence to send anyone to jail. So he cannot threaten, or attempt to threaten, anyone with jail. It would be akin to me attempting to threaten to speak Hungarian to somebody - it's simply not within my power to do so. The threat is therefore non-existent.
