Probably because he's at the 7th placed team in Italy, still in a European competition, and doesn't quite fancy coming to a club circling relegation, with little money to spend, zero chances of trophies, and that's based in a part of the country he hated living in for two years.

Plus, that and the fact he's a probably a busted flush in the Prem these days and would absolutely burn the place to the ground the minute he wasn't happy about something is probably a factor too.

I don't think he actually has the qualifications to manage at this level (UEFA Pro License) I'm sure he got some sort of dispensation from the PL after Parker had left to take over. Has only ever been backroom team previously.
