Think Kovac would be my first choice. He’s not managed in the PL but has been at big clubs and has proven ability to turn a club around. I didn’t read the article but sounds like he was at least mentioned in the Telegraph article.

Martinez actually understands Everton. He is much better than a lot of the names mentioned. Moshiri and Kenwright are always going to appoint clueless garbage managers. So sometimes lesser of the evils is all you can expect.
