Is this decided by place of birth or current domicile?
Proper cockerney’s have to be born within the sound of Bow Bells, and remain cockerney even when they move out to Essex and hang up their pearl button festooned suits.
If someone was born in Fazakerly, but lived in Bootle, are they wools or migrated scousers?
My daa considers anywhere past Scotland road as wools used to say he’d never been past Goodisin park before he met me maa who was from crocky
 
I always thought it was for neighbouring towns who regularly had reason to travel into Liverpool. Never heard of it as a wider term for anyone outside Liverpool regardless until the last few years.
Well I suppose historically it was people from Lancashire and Cheshire that would travel into Liverpool for work.
I suppose in these time and in this context, it’s anyone who travels to games at Goodison from outside “the area”. With modern transport people travel from all over the globe to go to Goodison. Poor Sods :-(
