I actually think they’ve inadvertently assured the very thing they never wanted.
Absolutely they have. It's clear for all of football to see, but when you dig a bit deeper (as seen on this thread) it's actually pretty shocking what they're trying to get away with. They've done a fine job showing they need someone to mark their homework. I hope we tear them to shreds in the appeal process.

Its tiny when considered on its own, but we have to remember that £105m is a loss figure. That means that much more is available to teams that have larger incomes. City have just announced record profits of £80m for the year. They could spend £185m on a single player in January and not blink an eyelid as we all know that their profits will only continue to increase with larger sponsorships arriving all the time.

It’s important to understand that the rules are not even superficially concerned with competitive balance- just stability, so that clubs don’t become insolvent. That in itself is a worthy end, but as you say if some clubs have petrodollars or sovereign wealth support then the impact on the competition is to lock that advantage in place, to restrain clubs behind them from spending “too much” on talent.

Because it’s his company, it’s not a public institution that relies on revenue solely. If he was allowed to he could just do a director loan for any loss we have each year until we are successful and then revenues massively increase and the club washes its face. That’s what City and Chelsea did to break into the elite.

Now he’s prevented from doing that though so we effectively are closer to financial peril than before the regs came into play because now all clubs effectively need to be elf funding from revenue only which of course only benefits those with ginormous commercial revenues built up from the exact sort of debt fuelled expenditure you are now complaining against decades before.

Moshiri owns 94.1% of Everton. As for a director loan, how does that work when Usmanov has had his bank accounts frozen?

We are on the brink of going under because we have been mismanaged. Not because P&S rules have kicked in. The second word sustainability says it all. That means a club being run so that it remains a going concern when a sugar daddy's funds are removed. Have a look at what happened to Blackburn after Jack Walker's money stopped pouring into the club.

As for debt-fuelled expenditure, you will have to explain to me which top 6 clubs have gone into unmanageable debt to fund transfers.
