Nah, I think he'll want to go for the Premier League record appearances, and he's still good enough to do that. I also think he'll want to cement his place at the top of the Premier League booking chart to make sure it's pretty much unassailable. This will be helped by the fact that he'll be playing less, so won't need to worry about getting banned quite so quickly.

I believe the add ons are 10 m and Rooney was priced at 15m plus his huge wages (not worth that at all imo) . So no I think not enough, no.

Throwing £50m to buy a player who scored about 2 goals in PL and not preforming yet is not making sense either.
